Minecraft itself sets the floor here, not the plugin. A server on the wrong Java version fails before any plugin loads.
Folia
This release is Folia-compatible. Anything that touches the world must run on the owning region's thread — see the notes in Developer API if you are calling into this plugin from your own code.
Folia removes the single main thread, so Bukkit.getScheduler() and most "just
run it sync" patterns throw. If you have not tested on Folia, list it as
unsupported rather than untested — a wrong "yes" here generates the most bug
reports.

Declare required plugins as depend and optional ones as softdepend in
plugin.yml; softdepend also guarantees load order, which matters when you
register placeholders.
